New South Wales Premier Morris Iemma announced Sunday that his government would be introducing "parenting contracts" for parents of children who are at risk of neglect. The contracts are the next element of the government's "respect and responsibility" reforms announced last month.

Premier Iemma believes that the contracts will help to reduce juvenile crime by forcing parents to take responsibility for their children's actions.

Parents would be forced to sign the contracts by the children's court. They could require parents to attend parenting classes, undergo counselling, stop drug use or stop consuming excessive amounts of alcohol depending on the situation. The NSW Deparment of Community Services would be allowed to apply to the court for the contracts to be drawn up.

If parents failed to comply with the contracts their children would be removed by authorities.

Australian retirees look forward to "freedom", British and US pensioners love to travel abroad, Germans plunge into sport, Canadians into charity work and the French go for gardening.

Italians and Spanish are more prone to do nothing when they retire.

That is the conclusion of an international survey, carried out for French insurance group Axa in industrialised countries where greater longevity is expected to create a squeeze on retirement funding in the decades ahead. Japan, one of 11 countries surveyed, was the only one where a majority want to work beyond a legal retirement age of 61, said a statement accompanying the survey, which covered nearly 7000 people.

Elsewhere, most people would like to leave years before retirement age, which varied from 58 to 65 in the examined locations - the US, Canada, Britain, Germany, France, Italy, Spain, Belgium, Japan, Hong Kong and Australia.

The two trapped Tasmanian miners have injured their hands trying to dig their way out.

As the men faced their seventh night underground, doctors monitoring their condition said they had hurt themselves trying to escape their tiny, cold cage.

Rescue is still at least 48 hours away, authorities said.

"They've got some minor injuries to their hands as a result of trying to dig," said Tasmanian Medical Retrieval Service director Dr Andrew Hughes.

"One of the gentlemen had a leg trapped for a number of hours; he managed to free that and doesn't seem to have any problems," Hughes said.

"That seems to be the extent of their injuries," he said.

Brant Webb, 37 and Todd Russell, 34, are still trapped 1km underground almost seven days after a rock fall at the Gold Mine.

Fellow miner Larry Knight, 44, was killed.

The rescue timeline was today pushed out as rescuers assembled a specialised borer brought in overnight to continue digging a 1m by 1m tunnel.

Blasting was used for the first 24m but was now deemed too unsafe. The tunnel was 12m from the men as work stopped while the borer was put together.

"This is a form of tunnel boring...it turns rock in front of a machine into dirt," Australian Workers' Union national secretary Bill Shorten said today.

"It's less violent ... so it causes less repercussions to the rock."

"It's going to be at least 48 hours-plus - that's from a jumping off point which hasn't(this morning) yet commenced."

"I can't see how it can be quicker, so I think we have to be patient and calm."

Last night, the narrow pipe connecting the men to rescuers became blocked by debris, but was again cleared.

The 110mm pipe got the first biscuits, water, tablets and heat packs to the men in six nights. Lighting was also provided.

Reports from overnight were that the men were coping well.

A system that should have passed on a warning to a Pacific island today about the imminent risk of a potentially devastating tsunami failed.

"Nobody got a warning through the emergency satellite system in our meteorological office," said Mali'u Takai, deputy director of Tonga's National Disaster Office.

A magnitude 7.8 earthquake rocked Tonga today, triggering tsunami warnings that raised jitters as far away as Hawaii and New Zealand.

No massive waves materialised and no major damage was reported.

"Judging by the location of the epicentre we would have been caught out without any warning at all because of the malfunction," he said.

It raised questions about protection for islands scattered thousands of kilometres across the earthquake-prone region.

The Pacific Tsunami Warning Centre says its first alert went out 16 minutes after the earthquake but it was not received in Tonga because of a power failure there.

Gerard Fryer acting director, said, "There was a problem in Tonga where there was a power outage and they didn't get our initial message."

About 140 hotel guests were evacuated from the seaside Holiday Inn hotel in Suva.

Australian Alexandra Procailo was one of the evacuees.

"It was really a very calm process, people were very frightened I think but (the management) handled the situation really well," Procailo, a Canberra public servant, said.

Almost half of Australians are "tossers", despite the vast majority of people feeling guilty when they litter, new research shows.

Forty-four per cent of the 1300 people from NSW, Victoria, Queensland, Western Australia and Tasmania surveyed online littered in the past week, research conducted for the Australian Food and Grocery Council shows.

Forty-six per cent admitted to littering at some time in the past three months. Only 18 per cent claimed to have never littered.

However, 92 per cent of respondents said they felt guilty if caught littering.

An AFGC spokesman said the results showed there were contradictions between people's attitudes and their behaviour.

One in three people skip lunch at least once a week while one in 10 always give it a miss, new research shows.

An ACNielsen survey of 1400 Australians - released in the lead-up to Australian Lunch Week, which runs from Monday to Sunday, May 14 - found 43 per cent of respondents who overlooked lunch said they were too busy to go out or make themselves something to eat.

One in five said they were not hungry at lunchtime, while more than half of those who rarely ate a midday meal felt it didn't matter as long as they had a good dinner.

Dietician Cathy McDonald said missing lunch had an immediate impact on health and wellbeing.

"By choosing to eat a healthy lunch, people can boost their energy, concentration levels and mood for the rest of the day," she said.

"And of course we know that skipping nutritional foods can lead to long0term problems such as heart disease, cancer and diabetes."

McDonald said Australian Lunch Week aimed to encourage a healthy lifestyle, neglected by many time-poor Australians who said they simply didn't have time for lunch.

The survey found:

Busy homemakers and harried workers earning $60000 or more were the most likely to skip lunch.

Only 16 per cent of Australians take between 45 minutes and an hour for lunch.

One in three people have a 20- to 30- minute lunch break and 5 per cent don't stop for lunch at all.

McDonald said the loss of the traditional lunch hour could lead to decreased productivity.

"A rushed lunchtime simply means people are missing out on important health benefits both from a nutritional, stress management and relaxation perspective," she said.

Eight-year-old kids with mobile phones might sound like a crazy idea, but according to a report carried out last year, that is the average age of a child owning their first mobile phone. The age is expected to drop to five years old this year -- but why are we buying mobile phones for our young children? The answer is peace of mind, according to the report, which was carried out by the Dhaliwalbrown consultancy.

One company that has picked up on the concerns of parents is Disney Mobile. Disney Mobile was set up in the US this June and provides families with mobile phones specifically designed for "tweens, young teens and parents who want to keep an eye on them", according to the Disney Mobile Web site. Unlike standard mobile phones, these handsets feature software that allows parents to limit texts, calls and downloads, restrict phone usage and even locate their children via GPS.

No dog in space

It's official: Pluto a planet no more

...

A vote by 2500 scientists from the International Astronomical Union has stripped Pluto of its status, demoting it to the "dwarf planet" category with other pushy newcomers, including the asteroid Ceres and an object known as UB313, nicknamed Xena.

"Pluto is dead," Mike Brown of the California Institute of Technology bluntly told reporters.

...

The decision renders toys and models of the solar system instantly obsolete.

But astrologers foretell of no major changes in the way they read the heavens.

"He could never be downgraded in a mythological sense." said stargazer Russell Graznt.

My Very Excellent Mother Just Sent Us Nachos.

Election link to the stars

This could make for one odd family reunion: Barack Obama is a distant cousin of actor Brad Pitt and Hillary Cliton is related to Pitt's girlfriend Angelina Jolie.

Researchers at the New England Historic Genealogical Society found some remarkable family connections for the three presidential candidates - Democratic rivals Obama and Clinton, and Republican John McCain.

Clinton, who is of French Canadian descent on her mother's side, is also a distant cousin of singers Madonna, Celine Dion and Alanis Morissette.

Obama, the son of a white woman from Kansas and a black man from Kenya, can call six US presidents, including George W. Bush, his cousins.

McCain is a six cousin of first lady Laura Bush.
……

Pitt and Obama are ninth cousins, linked by Edwin Hickman, who died in Virginia in 1769.

Clinton and Jolie are ninth cousins, twice removed; both related to Jean Cusson, who died in St Sulpice, Quebec in 1718

"The Japanese have a saying: 'If you're planning for one year, plant rice. If you're planning for two years plant trees. And if you're planning for 100 years, educate the people',"

(The original plan had called for Gong'an government employees to light up 230,000 packs of locally-produced cigarettes among them within a year or risk being fined,)

Portal Site??
